Selection Process

Stage 1 — Paper-I: Objective Screening TestComputer Based Test or offline OMR test, 100 marks, 1 hour. General knowledge of Himachal Pradesh 30 marks, general knowledge of national and international affairs 30 marks, Hindi 20 marks, English 20 marks. Negative marking of 0.25 of the question’s marks for a wrong answer, for more than one answer, and for a blank question where option ‘E’ has not been marked. This paper only screens — a candidate scoring zero or negative marks here does not enter the merit list, and Paper-I marks are not added to the final merit.
Stage 2 — Paper-II: Descriptive Subject Aptitude Test (SAT)120 marks, 3 hours, on the syllabus already uploaded on the HPPSC website. Held on the same day as Paper-I, in a separate session. Answer sheets are evaluated only for candidates shortlisted on Paper-I merit — 20 times the vacancies where up to 25 posts are advertised, and 500 plus 5 sheets for every post beyond that. Minimum qualifying marks are 45% for General and 40% for reserved categories.
Stage 3 — Document ScrutinyCandidates are called category-wise in a zone of consideration of 1:5 (1:5+3 where only 1 to 10 posts are advertised). Original certificates are checked on the day of the Personality Test, and a candidate who cannot produce the original of a claimed category certificate is rejected on the spot.
Stage 4 — Personality Test30 marks, held only at the Commission’s office in Shimla. Minimum pass marks are 40% (12 marks) for General and 30% (9 marks) for reserved categories. Roughly four candidates are called for the first post and three for every subsequent post.
Final meritSAT (120 marks) plus Personality Test (30 marks) = 150 marks. Where a tie occurs on equal marks in the screening test, all tied candidates are called for the Personality Test.

One exception worth knowing: if the ratio of eligible candidates to the posts advertised falls below 20, the screening test is skipped and eligible candidates sit only Paper-II followed by the Personality Test.

Common Mistakes to Avoid

  • Do not hit submit before you have previewed every uploaded document — once the application is submitted you cannot correct anything except your category, and HPPSC puts the risk of an unreadable scan entirely on you.
  • Do not expect reservation if you are an SC, ST, OBC or EWS candidate from a state other than Himachal Pradesh — you will be treated as unreserved, must encode category code 01, and get no age relaxation.
  • Do not leave a Paper-I question blank without darkening option ‘E’ — a blank answer carries the same 0.25 penalty as a wrong one.
  • Do not upload a photograph that differs from the one on the identity card you will carry to the exam — a mismatch at the main examination stage gets the candidature cancelled.
  • Do not treat the Rs. 600 fee as refundable or transferable — it is neither, even if your application is rejected for any reason.
  • Do not reach the examination venue at the last minute, because entry closes 30 minutes before the scheduled start of the examination.
