Selection Process

StageDetails
Stage 1 — Preliminary Examination (Objective Type)A screening examination with two objective papers. Paper I, General Studies: 150 questions, 150 marks, 02 hours, with at least one-third of the questions based on Uttarakhand. Paper II, General Aptitude Test: 100 questions, 150 marks (1.5 marks per question), 02 hours — this paper is only qualifying and every candidate of every category must score a minimum of 33 per cent in it. The merit list for the Main Exam is prepared solely from Paper I marks. Negative marking applies: one-fourth of the marks allotted to a question is deducted for a wrong answer, and marking more than one option counts as wrong even if one option is correct. Unattempted questions carry no penalty. Calculators are prohibited. Preliminary marks are NOT added to the final merit.
Stage 2 — Main Examination (Written Type)Eight compulsory papers totalling 1500 marks: General Hindi (150 marks, 03 hours — a minimum of 35 per cent in this paper is mandatory), Essay (150 marks, 03 hours), General Studies-I Indian Heritage, Culture, World History, Geography and Society (200 marks), General Studies-II Governance, Constitution, Polity, Social Justice and International Relations (200 marks), General Studies-III Technology, Economic Development, Biodiversity, Environment, Security and Disaster Management (200 marks), General Studies-IV Ethics, Integrity and Aptitude (200 marks), and General Studies-V and VI on Knowledge of the State of Uttarakhand (200 marks each). Each paper runs 03 hours. The Main Exam is conducted only at exam centres in Haldwani and Haridwar. A separate Main Exam fee is payable after qualifying the Prelims, and candidature is cancelled if it is not paid by the date fixed by the Commission.
Stage 3 — Interview / Personality Test150 marks. Before the interview, candidates provisionally declared successful in the Main Exam must fill an online post-preference form indicating their post-wise preference, and produce original documents — educational certificates, reservation certificates, domicile certificate and the signed printout of the online application — for scrutiny when called by the Commission.
Final SelectionThe final merit is prepared from the Main Examination (1500 marks) plus the Interview (150 marks), a grand total of 1650 marks, category-wise and sub-category-wise against the number of vacancies. Because this is a combined examination, no 25 per cent additional waiting list will be prepared. The result is published on the Commission’s website.

Preliminary exam centres: candidates choose a city from Almora, Ranikhet, Champawat, Pithoragarh, Ramnagar, Haldwani, Rudrapur, Kashipur, Khatima, Bageshwar, Pauri, Srinagar, Kotdwar, Gopeshwar, Karnaprayag, Nai Tehri, Rudraprayag, Uttarkashi, Dehradun, Vikasnagar, Rishikesh, Haridwar, Laksar and Roorkee. The Commission will try to allot the chosen city but may allot another; no request for a centre change will be entertained once centres are fixed.

Common Mistakes to Avoid

  • Do not claim reservation you have not entered in the online form — the notification is explicit that the benefit of vertical or horizontal reservation is allowed only where the category or sub-category is actually marked in the application.
  • Do not upload a Government of India OBC certificate — only the Uttarakhand State services OBC format is accepted, and using the central format gets your candidature cancelled outright.
  • Do not use an EWS certificate issued before 01.04.2026; it must be based on 2025-26 income and valid for 2026-27, and must already be in hand on the last date of application.
  • Do not treat the correction window as a second chance for everything — the mobile number and email ID can never be changed after registration, and a category change that raises your fee slab requires paying the difference.
  • Do not skip the thumb impression on the answer sheet in the exam hall; the notification states the answer sheet will not be evaluated without it.
  • Do not guess blindly in the Preliminary Exam — one-fourth of the marks are deducted for each wrong answer, and marking two options counts as wrong even if one of them is correct.
  • Do not wait until 29.09.2026 to apply; the Commission specifically advises against leaving the online application to the last date, and fee paid once is never refunded.
